The Environmental Protection Agency is set to send a draft of biofuel-blending quotas to the White House for review as soon as Friday afternoon, marking a key step in the Biden administration’s bid to balance competing oil and agricultural interests.

EPA officials have advised lawmakers and industry stakeholders that White House review of the plan is imminent, setting the stage for the agency to formally propose how much renewable fuel must be mixed into gasoline and diesel in 2021 and 2022 within weeks, according to people familiar with the matter. The people asked not to be named discussing the deliberations.

SOYBEAN/CEPEA: Dollar appreciation increases international demand and boosts prices in Brazil

The US dollar continues to increase compared to the Real, keeping soybean prices on the rise in the Brazilian market as it makes the national product cheaper to importers. Besides, low supply in Brazil and abroad have influenced valuations too.

With the nearness of sowing the new season and the end of the planning period, Brazilian farmers are taking the chance to sell higher volumes from the 2020/21 and the 2021/22 seasons. However, some agents believe prices may rise even more, keeping the product stocked in order to sell it in the last quarter of the year. In general, there are concerns about the weather in the new season because of forecasts for stronger La Niña phenomenon.

CORN/CEPEA: With liquidity low in BR, Index stabilizes at around 99 BRL/bag

Corn purchasers have been away from the Brazilian spot market, expecting better opportunities to buy the cereal in the coming weeks. These agents are based on both the progress of the harvesting and defrayal debts due in late August and in September, which may lead sellers to agree on selling corn at lower prices, aiming to make cash flow. So far, most farmers have been disinterested in trading corn.

In this context, the trading pace has been slow in the domestic spot market, and prices have stabilized. Between August 12 and 19, the ESALQ/BM&FBovespa Index for corn (Campinas, SP) rose by a slight 0.1%, closing at 99.02 BRL (18.28 USD)/60-kilo bag on Thursday, 19 – this Index has been around 99 BRL/bag since August 12. Sellers have been slightly more willing to lower asking prices this week, majorly trading companies.

In Paraná (PR), supply is currently low. With the harvesting in progress, farmers from this state have reported steep decreases in crops’ productivity. Between August 12 and 19, values rose by 0.9% in Ponta Grossa, 0.5% in western PR and 0.7% in northern state. In the same period, on the average of the regions surveyed by Cepea, the prices paid to corn farmers (over-the-counter market) increased by a slight 0.3%; in the wholesale market (deals between processors), values rose by 0.6%.

In general, agents are focused on exports. So far, prices have been higher in the Brazilian market than at ports. This month (until August 19), the ESALQ/BM&FBovespa Index for corn (Campinas, SP) is 20% higher than corn prices at the port of Paranaguá (PR). This scenario tends to keep the exports pace slow.
